  • India backed by the United States has been trying to get Masood Azhar on a UN list of groups with ties to al Qaeda blaming his group for a series of attacks in India including one on its parliament in 2002 and another last year on an airbase

Without naming China, it further said that once again, "a single country blocked worldwide consensus" on designating an "acknowledged terrorist".

"India strongly believes that double standards and selective approaches will only undermine the global community's resolve to combat terrorism", he said.

It said that it hoped realisation would soon dawn (on China) that "accommodating terror from a narrow objective is both 'short-sighted and counterproductive".

Hua said China's stand 'is in accordance with the resolutions and rules of procedure of the Committee'. All other 14 countries of the 15-member security council supported the move by the United States and France, news agency PTI said.

China at the United Nations officially blocked the long- pending move of the US, France and Britain to designate Azhar as a terrorist by the UN Security Council.

The foreign ministry had signalled its intention to block the resolution earlier in the day, saying: "It is a fact that the (UN) committee is yet to reach agreement (on the move)".

South Block sources told The Indian Express that while this may be raised by Modi during his meeting with Li on the margins of the ASEAN summit in Manila, their first encounter is expected on November 12 at the gala dinner for the leaders' hosted by Philippines President Rodrigo Duterte and they are not too hopeful about any change in the Chinese position.

A year ago in March, China was the only member in the 15-nation UN organ to put a hold on India's application with all other 14 members of the council supporting New Delhi's bid to place Azhar on the 1267 sanctions list that would subject him to an assets freeze and travel ban. "As I said, there are differences over this issue in the Committee and it has yet to reach a consensus", she asserted. "But there is still absence of consensus on this matter". China's actions are meant to ensure that we safeguard the authority and effectiveness of this committee and we will continue to follow the mandate of the committee and rules of procedure, and remain in constant communication and coordination with all members of the committee.

That was, however, not the first time that the LeT and JeM have been named as terror groups in a multilateral document endorsed by China.
