The claims are in keeping with President Trump's eagerness to present military force and increased aggression as the go-to solution to terrorism. The vehicle charge raises the possibility that he will face the death penalty.

Saipov is a legal resident of the United States and came to U.S. in 2010 from Uzbekistan. The plan was carried out on Halloween because he believed there would be more people on the street, investigators said.
