The Tampa Police Department uncovered and released new video of a person, now being called a suspect, wearing slim-fitting trousers and a hooded jacket, walking on November 14 in the area of the latest shooting.

Law enforcement spent Tuesday canvassing the Seminole Heights neighborhood, shutting down streets and knocking on doors. Dugan says the suspect may have snuck up on Felton and conceded there might be more than one person involved.

"I don't believe in coincidence that the same person was around the time two people were murdered", he said. "We don't need videos of people".

The brief bit of new surveillance video released Tuesday shows a person walking, but the surrounding area is shaded out.

Dugan said that means even reporting friends or family members if they weren't at home.

They also asked residents to check their gun safes to make sure their guns were accounted for, on the chance that a loved one is the killer and has been using one of their weapons.

The resident said she was forced to be "on lockdown" in her home as police taped off her driveway. They say Felton had been walking across the street to meet someone when the gunman came up behind him and fired.

Police have sealed off a neighborhood where a fourth person has been shot to death, possibly by a serial killer.

Benjamin Mitchell became the first victim on October 9, when he was shot dead after getting off a bus in the neighborhood at night. A city employee found her body two days afterward in a vacant parking lot half a mile from where Mitchell died.

The killer might also be linked to two other deaths - Monica Hoffa, 32, on October 11 and Anthony Naiboa, 20, on October 19. Felton was volunteering at a church food bank and was shot in the back as he crossed Nebraska Avenue.

Today's homicide follows three unsolved killings that occurred within blocks of one another days before Halloween near a bus route used by two of the victims.
