At the same time, the IOC intends to respect the rights of clean athletes, allowing them to participate in the upcoming games as "Olympic Athletes of Russian Federation".

Washington Capitals captain Alex Ovechkin said he would support Russian athletes participating in the upcoming Winter Olympics in South Korea, even though the Russian flag and anthem will be absent.

Putin's spokesman Dmitry Peskov earlier Wednesday cautioned against an "emotional" response to the ban. In its full decision published following the November 24 verdict, the International Olympic Committee disciplinary panel chaired by Denis Oswald has detailed why it disqualified Zubkov and banned him for life from the Olympics.

Russian Federation has repeatedly refused to accept that a state-sponsored doping program existed.

If they win, the Olympic flag would be raised and the Olympic anthem played to honor their victories.

"With no Russian Federation, will this Olympics be interesting to our continent?"

"An Olympic boycott has never achieved anything", IOC President Thomas Bach said at a news conference.

"We will definitely not be announcing any sort of blockades and will not be impeding the participation of our athletes if any of them made a decision to take part in the Olympics under the neutral status", Putin was quoted by the state news agency TASS.

Nationalist politician Vladimir Zhirinovsky, leader of the Liberal Democratic Party, condemned the decision as "sporting racism, political racism".

"We all know the athletes who will be going to the Olympics and their uniform will have the white, red and blue colours", Dvorkovich told state media.

Olympic gold-medallist gymnast Svetlana Khorkina, now a ruling party MP, told Sport Express: "What have we come to?"

"There could not have been a (state-run) doping program".

It said the IOC's actions proved that "you can destroy a whole Olympic country on the basis of indirect evidence and a single witness who was under a criminal investigation and has been treated in a psychiatric hospital".

Sorokin also dismissed accusations in the explosive World Anti-Doping Agency-sponsored McLaren report that Russian footballers had been part of the state-sponsored doping programme.
