The incoming mayor of the United States city of Minneapolis has condemned a white nationalist group, which set up a shrine to Australian woman Justine Damond who was shot and killed by a police officer.

An officer removed the framed portrait of Damond, along with candles, roses and signs reading "United We Stand", while police spokesperson John Elder told the Minnesota Public Radio News, "We can not allow any memorial and anything like that to be put up at that location".

Police spokesperson John Elder told the Minnesota Public Radio News, "We can not allow any memorial and anything like that to be put up at that location".

The officers had responded to 911 calls from Damond at about 11:30 p.m. reporting a possible sexual assault in the alley behind her home in a nice Minneapolis neighborhood.

The department's policy, he said, does not allow memorials or similar postings on police grounds.

Church members and the choir sang Christmas carols and hymns as part of Christmas Eve celebrations from 11 pm. The countrywide political leaders also facilitated the Christian community on the Christmas occasion .

The group helped organise participants in the deadly white nationalist rally in Charlottesville, Virginia in August.

The clashes came amid debate over the removal of statues and memorials commemorating the Confederacy across the country.

Damond, a 40-year-old life coach and yoga instructor engaged to a Minneapolis man, was shot dead by Officer Mohamed Noor one month before her wedding. According to a search warrant, Noor heard a slap on the squad vehicle and shot across his partner, striking Damond in the stomach and killing her, the Star Tribune reported.

Elder said Minneapolis police will investigate who was behind the memorial.

"I condemn the perpetrators and their tactics in the strongest possible terms", Minneapolis Mayor-elect Jacob Frey said in a statement. Hate has no place in Minneapolis.

Noor was "startled" by a loud sound just before he shot her dead from the passenger seat of his patrol auto. Damond approached police unarmed and in her pajamas when she was shot.

The shooting remains under investigation by the Minnesota Bureau of Criminal Apprehension.

A conviction requires showing an objectively reasonable officer would have made a different decision than Noor did in shooting Damond. She moved to Minneapolis in 2015 to be with her fiance.

Noor has declined to speak with BCA investigators.
