Trials of driverless ride-sharing services have mostly had backup drivers to take control in case of malfunctions.

The Cruise AV is based on the Chevrolet Bolt electric vehicle, which was launched in 2017 and has a driving range in excess of 200 miles. But because cars with no manual controls violate current Federal Motor Vehicle Safety Standards, GM needs to get permission from the U.S. Department of Transportation first.

"Where FMVSS can not be met because they are human-driver-based requirements, the vehicle will meet the safety purposes of those standards", GM's report said.

It also plans to restrict the fleet to operation under a GM-owned ride-sharing service-that is, the company has no plans yet to sell a Cruise AV to customers.

As the vehicle is entirely autonomous, the company said there was no need for a steering wheel or even a brake pedal.

GM notes that the Cruise AV will be able to operate without a steering wheel, pedals or any other form of manual input. As of now, only seven states allow such technology to be tested without a safety driver.
