Putin 'offended' for not being on USA sanctions

"I assure you that the Russians know when a deal that they thought was moving forward is all of a sudden falling apart and not moving forward", a senior State Department official said.

The president - who is running for re-election - said he had not seen the list so far and quoted the old Oriental proverb "the dogs bark but the caravan goes on" to play down the significance of Washington's report.

Russian President Vladimir Putin says a list of officials and businessmen close to the Kremlin published by the USA has in effect targeted all Russian people.

According to the Treasury, each figure in the "Kremlin report" has an estimated net worth of 1 billion USA dollars. He said the Kremlin had pondered possible retaliation while waiting for the list to be announced, but chose to refrain from action.

"All of us, all 146 million, have been put on some kind of list", he said at a meeting with activists of his campaign.

"For now, we will refrain from these steps".

Kenyan TV stations to remain shut over opposition coverage, says minister
But the Supreme Court annulled the results, saying there were voting irregularities and signs of fraud. Since independence in 1963, Kenya has been ruled only by leaders from the Kikuyu and Kalenjin groups.

"For us certain things are truly odd", Putin said in televised remarks. "We want to build long-term, stable ties based on global law".

"Throughout his term in office, President Trump has failed time and time again to stand up to Vladimir Putin, despite the assault that he carried out on our democracy in the 2016 election", Senate Democratic leader Chuck Schumer said.

The list includes 210 individuals.

Under the same law that authorized the "Putin list", the government was required to slap sanctions on anyone doing "significant" business with people linked to Russia's defense and intelligence agencies, using a blacklist the US released in October. On Tuesday, Michel held talks with Russian Prime Minister Dmitry Medvedev. Brown said the long-awaited oligarchs list required by that law looks like it was copied from Forbes magazine, which ranks Russian billionaires.

The IOC last month banned Russia from the Games for "systematic manipulation" of the anti-doping testing system at the 2014 Sochi Games, but left the door open for some athletes without a history of doping to compete as "Olympic Athletes from Russia" - without the Russian flag, national emblems or anthem.

"We will do our utmost in order to support them", he said.

Russia's credit rating agency ACRA said the USA report had "not affected significantly the financial stability of our country".

"We saw over the last weekend that they were involved with the Czech elections", he added.

"And this really failed ... because they [Russians] were so scared of this, and it came out and it was this cut-and-paste thing and no one is taking it seriously", he said, adding that Russia's financial markets, which had been down in anticipation of this report, rebounded on Tuesday.

But it will still make uncomfortable reading for those powerful or wealthy Russians who made the register and who were not already on USA or European Union blacklists over Russia's invasion of Ukraine or what the United States treasury called other "malign activities". When Trump signed the sanctions law past year, he did so with obvious reluctance, calling it "seriously flawed".

Tensions between the two countries have grown despite US President Trump's promises to mend fences between the former Cold War-era enemies.
