"We want to show you that these are not kids kept in cages", said Southwest Key spokeswoman Alexia Rodriguez, with a smile. The children are only allowed two hours a day for outdoor activities and spend the rest of their days inside a former Walmart.

Vitiello said the policy is meant to deter families of immigrants from coming to the U.S.

U.S. Rep. Jodey Arrington, a Republican who represents the area around Dyess Air Force Base in Abilene, said he understood the administration needs to enforce immigration laws but questioned holding the minors on military bases. But the Trump administration has largely dismissed the complaints.

This shelter, Casa Padre, has been cited 13 times for violations or deficiencies by state regulators since its establishment in March 2017, but Southwest Key and federal officials did not mention such violation on the tour on Wednesday. "Illegal immigration produces human tragedies that are wrong".
